The Santa Clara County Housing Authority (SCCHA) is committed to ensuring that residents within SCCHA’s owned/controlled housing portfolio have access to the services they need to maintain housing and to develop economic stability and independence. These services are offered in partnership with corporate foundations, fraternal service organizations, service providers, property management and volunteers. Programs are funded by income from the property, federal Moving to Work (MTW) program funds, as well as grants. This allows our residents to participate in on-site activities free of charge.
Our agency operates a variety of resident programs throughout its affordable rental housing developments through third-party service providers. Our service partners include:
Certified social workers are available at every SCCHA properties for residents to assist with personal development and skill building, including budgeting, parenting and job seeking.
Rental and Emergency Assistance
Rental and emergency financial assistance is available on a limited basis to all SCCHA residents. Residents may access these services through the on-site services manager and resident services providers.
After School Programs
At our family sites, children and youth between the ages of 6 and 16 may participate in recreation, service learning, health education, and other youth development activities every week (and during summers at several multi-family sites). They may also receive homework assistance and have access to computers and the internet several days a week.
Educational Workshops and Classes
Partnering agencies offer a variety of workshops and classes to SCCHA residents on topics such as healthy eating, emergency preparedness, safe exercise for seniors, parent education, gang awareness, fire prevention and health screening.
A newsletter is provided at every site which details property management and social services news and activities for the month. This newsletter also provides key contacts in an emergency.
Each site with a management office provides free computer access to residents. At certain properties, a computer club and computer skills training is available.
Seasonal events are sponsored by San José Downtown Rotary Plaza Committee. Examples include Huff Gardens Family Fun Day in summer months and Holiday Social in December as well as Morrone Gardens Summer barbecue and Holiday Gala for seniors.
In addition, SCCHA residents at our senior properties generally have a volunteer group of residents who plan and implement social activities.
Some of our properties have fitness rooms, entertainment rooms, pianos, table tennis and libraries as well as community gardens to keep residents active and engaged.
Supportive Housing for the Homeless
SCCHA is the developer and co-owner of the Opportunity Center of the Midpeninsula in downtown Palo Alto. The mixed-use center combines 88 units of extremely low-income permanent housing with an on-site, drop-in service center including intensive case management for homeless individuals and families and for those at risk of becoming homeless. Fair Housing and Reasonable Accommodation
Resident Concerns or Complaints Regarding SCCHA Properties
Our property managers do business in accordance with Federal and State Fair Housing Laws. It is illegal to discriminate against any person because of race, color, religion, sex, handicap, sexual orientation, gender identity, familial status or national origin.

All SCCHA properties are designed for independent living. Should you require a Reasonable Accommodation in completing an application or for matters pertaining to residency, please contact the property manager directly.
If you are a resident in one of our properties (or an applicant) and wish to register a question, concern or complaint, please take the following steps:
Please verify you are a SCCHA resident by reviewing the attached list.
If your property is not listed here, then it is not owned by SCCHA. You should seek to identify the owner by contacting your site manager.
- If your unit is owned by SCCHA, contact the management office on site. We encourage you to do this in writing if you are able to do so.
In the event that the site manager is unable to respond fully to your question or comments, please ask to speak with the Regional Manager. Their information is also provided in your monthly newsletter.
You may also contact your on-site services provider, either LifeSTEPS or LifeMoves, to assist you in your concern. They can also help you put your concern in writing. Their information is in your monthly newsletter.

Residents are welcome to attend agency Board meetings. However, we encourage you follow the process above to resolve your concerns before bringing issues to the SCCHA Board.
