Santa Clara County Housing Authority is part of HUD’s Moving to Work (MTW) program, which allows public housing agencies to design and test innovative housing solutions. As an MTW agency, we have the flexibility to use federal funds more effectively, expand housing choices, and support families on their path to greater self-sufficiency.

SCCHA administers federal rental assistance to 20,000 households through the Housing Choice Voucher (HCV) program, and the US Department of Housing and Urban Development (HUD) requires that public housing authorities adopt an administrative plan that details policies for how it will operate its HCV program.

The Family Self-Sufficiency Action Plan outlines how the Santa Clara County Housing Authority operates its FSS program, which helps participants build financial independence and reduce reliance on housing assistance. The plan includes the program’s goals, eligibility criteria, services offered, and the process for setting and achieving individual self-sufficiency goals.
