Voucher Payment Standard

The Voucher Payment Standard (VPS), which is established based on the FMR, is the maximum subsidy SCCHA can provide toward the contract rent.

Fair Market Rents (FMRs) are set annually by the Department of Housing and Urban Development (HUD) to determine the value of rental units by bedroom size and amenities within geographic locations.

Utility Allowance Schedule

Utility allowance is an amount deducted from the household’s rent portion when the tenant is responsible for utilities. The utility allowance is only applicable to non-Moving to Work programs.

HUD published the FMRs effective January 10, 2022 for Santa Clara County, covering the following cities: San Jose, Gilroy, Morgan Hill, San Martin, Milpitas, Campbell, Los Gatos, Mountain View, Palo Alto, Santa Clara, Saratoga, Sunnyvale, Cupertino, Los Altos, Los Altos Hills, Monte Sereno and unincorporated areas of the County.
