In 2008 SCCHA was selected by the U.S. Department of Housing and Urban Development (HUD) to be part of the Moving to Work (MTW) demonstration program. Created by Congress in 1996, the MTW designation provides SCCHA the flexibility to develop local approaches to meet the specific needs of low-income families in Santa Clara County. The three MTW statutory goals established by Congress are:
- Decrease administrative costs and increase cost effectiveness in housing program operations,
- Promote participants’ economic self-sufficiency, and
- Expand participants’ housing choices.

All households assisted through the following programs are administered using MTW program flexibility:
- Housing Choice Voucher (HCV) or Section 8
- Family Unification Program (FUP)
- Non-Elderly Disabled Voucher (NED)
- Mainstream (select Mainstream voucher increments)
- Project Based Voucher (PBV)
- Veterans Affairs Supportive Housing (VASH), with exceptions – not all MTW flexibilities apply.

DRAFT FY 2021 Amendment Added
Fiscal Year (FY) 2021 covers the period from July 1, 2020 to June 30, 2021.
SCCHA is seeking an amendment to extend the Re-Proposed Activity 2009-1 through June 30, 2023. Re-Proposed 2009-1 reduces the frequency of regular reexaminations and delays scheduled regular reexaminations for up to twelve months.

COVID-19 Amendments Added
Fiscal Year (FY) 2020 covers the period from July 1, 2019 to June 30, 2020.
In response to the COVID-19 pandemic, the FY 2020 MTW Annual Plan received technical amendments on March 24 and March 26, 2020. The technical amendments (Activities 2020-5, 2020-6, and 2009-1) are temporary activities designed to address the crisis caused by the pandemic and will expire June 30, 2021 or six months after shelter-in-place orders have been lifted, whichever is later.
Activity 2020-5 allows tenants to rent units where their portion of rent would be up to 50% of their monthly income.
Activity 2020-6 reduces the frequency of periodic unit inspections and delays scheduled periodic inspections for up to twelve months.
Re-proposed Activity 2009-1 reduces the frequency of regular reexaminations and delays scheduled regular reexaminations for up to twelve months.
